As a Brazilian of Japanese heritage, I have to say I completely agree about those both countries. Just to have an idea, one of the four Marines divisions and the Navy's seventh Fleet are headquarted in Japan, and the relationship between USA and Japan didn't changed since the 1980's, when premier Nakasone called USA and Japan a 運命共同体, roughly translated as "one body with one common destiny" or "community sharing a common fate". Brazil, in the other hand, will change what the country thinks about USA at every single election, and the current governement actually supports Cuba and Venezuela, and surely is NOT a reliable ally.

Alright. Let me explain to you the importance of Brazil (my home country). Brazil was the only Latin American country that aligned with the US and actively fought on the allies side and it played an essential role in the Battle of the Atlantic and it also fought in the Italian Alps. The Canadians were the first American allies of the British Empire (the United States does not have the monopoly of using the word "American". Each one of the 35 American countries per definition is "American" just like the people from the U.S. And make no mistake about us, Brazilians: we are OLDER Americans tnan you are) but that came in as no surprise because the Canadians were part of the British Empire. The United States joined the fray at the end of 1941 because it was forced to do so. Brazil, on the other hand, was not a member of the British Empire and Brazil was not attacked by Japan, so Brazil could simply follow the course all other Latin American countries followed, which was to stay on top of the fence and watch was going to happen. But no, Brazil sided with the US. And the most important, even decisive contribution Brazil made to the Allied cause was not what it did (which per se was important) but what it did not do. Because the Germans were pressuring Brazil since 1935 to grant rights to the German Navy (Deutches Kriegsmarine) to use two Brazilian naval bases, the larger one in Natal and the smaller one in the Fernando de Noronha archipelago which is located half the way between Dakar in Africa and Natal in Brazil. And the Germans promised us the moon in order to obtain the permission to use those naval bases, and yet, we sided with the United States and offered those two naval bases for the US to use which it did. By January 1942, the second biggest naval base on Earth, Pearl Harbor, was placed out of combat for at least the next 6 months. And the biggest naval base on Earth, Singapore was seized by the Japanese. So, during most of 1942 the Brazilian / American Natal base was the biggest naval base on Earth (Scapa Flow was very small compared to it) and that happended precisely when there was the turning point in the German invasion of Russia. It was the time when Russia (and the Brits too) needed more than ever the weapons, the munition, the fuel, the food, they desperately needed from the United States, and that supply could only come by sea, by the Atlantic, and the Natal Naval base played a crucial role to keep the Atlantic Route safe and by doing that, they enable the Russians to keep afloat and also the British. Now, if Brazil had decided to side with the Germans, the Italians and the Japanese (please note that Brazil has a large population of Germans, Italians and Japanese) right in 1935, which was the German intention, the Germans would have had time to send to the Natal Base a full Luft Flote, disassembled, in crates, carried by the inoffensive German traditional shipping line, Hamburg Sud, and once those crates had been inocently unloaded and the Germans began to assemble the formidalbe JU-87 (Stukas), and then the great ME-109, they would have developed the capacity to fly permanently, 24/7 patrols in the Atlantic so that it would be virtually impossible for the American merchant ships to cross the Atlantic unnoticed. The vital convoys, the lifeline of both the Russians and the Brits would have been definitiively severed right there and then, and the German intention was to use the naval base in the Fernando de Noronha archipelago as a U-Boat base. So, the German planes would radio to the submarines the position of the convoys and that would be the end of the game for the Russians and the Brits. Please note that if the Brazilians had granted the rights to use those two naval bases to the Germans, and had the Germans assembled a full air fleet right in the most strategic position of the Atlantic, the United States would be utterly powerless to counter the German air force operating from the Brazilian bases because at that time (1939, when the war began) two things would have assured the German victory in the Battle of the Atlantic: number one, there were no airfields, no airports in most of South America. That meant that American war planes taking off from Panama would have to airfield to land in South America and those planes did not have the range to fly from Panama and reach the Brazilian northeastern coast. The second thing was that capacity of the planes to cross the Atlantic only appeared in 1942, but in 1939 they did not exist. And if the Germans had been able to discreetly transfer to such Brazilian naval bases some of their pocket battleships (remember the devastation produced by the Graf Spee in the South Atlantic in 1939 and Graf Spee was only sunk because it had no friendly port to seek refuge). So, if the Brazilians had agreed to grant right to use our naval bases to the Germans, they would have won the war right in 1939. Period. I am frequently appalled to realize how little or no awareness at all the American people have regarding the crucial role Brazil plays in the defence of the entire Western hemisphere. Brazil occupies half of South America's landmass and has common land borders with 10 different countries, having a 16,000 kilometers land border with them. Since the early twenties of the last century Brazil has always been the "jewel of the crown" of the global left. To conquer Brazil has always been their ultimate goal, their golden dream, the dream of transforming Brazil into a huge Cuba or Venezuela. In the day Brazil becomes commie, in the next day all South American countries will be forced to become commies as well because of the huge differeence in size between Brazil and all the other South American countries. And in the other day, the rest of Central America will become commie too. And all of a sudden the United States and Canada will discover that they are totally, completely surrounded by hostile countries (which has always been the golden dream of every self-respectable commie in the world). Whatsmore, Brazil is very close geographically to Africa, and you guys simply have no idea at all of the huge soft power Brazil has in Africa. No other foreign country (any European country or the US) have the amount of soft power Brazil has in Africa. And Africa is very close to Brazil, so in the day Brazil becomes commie it will be just a matter of time and all Sub Saharan countries in Africa will follow suit. And Xi Jing Ping will buy half a dozen African warlords, and China will be authorized to build naval bases in the African countries in the South Atlantic. And Brazil, being commie, together with those other African countries, they will use their naval bases to actually interdict the traffic in the South Atlantic, and it will be just a matter of time, in the North Atlantic too. These are, in a nutshell, the consequences and the risks of the United States distancing itself from Brazil. This is precisely what the global left wants. The global left wants Brazil as far away from the American orbit as possible. The bulk of the Brazilian population is conservative and is not at all leftist, but the current administration (Lula) is completely leftist, and being leftist, is deeply hostile to the United States (as I said above, every self-respectable and hard core commie in the World hates the United States, because the only reason the left did not conquer the world in the first half of the twentieth century is because the United States prevented them from doing so and they will never forget the US for that). So the American diplomacy must concentrate its efforts into bringing Brazil back to the allies/ western sphere but without oversimplifying the issue considering the use of force, because that for sure will not work. It will not work because Brazil is one of the top 10 economies of the world, has 215 million people, has a territory which is bigger than that of continental US, is fully industiralized, is self-sufficient in energy, food, raw materials and minerals, and water. So by any account Brazil is a powerful beast and if the US could not impose its will to Vietnam or to Afganistan which are much smaller and less powerful than Brazil, it will definitely be a very risky enterprise trying to pick up a fight with a giant like Brazil. The solution is diplomacy not force. Moreover, Brazil has the bomb. That is the only explanation why it is building 6 nuclear submarines, because there is no need for a bomb unless you have the means of delivery, right? So, this classification of Brazil in the D category reflects a lack of evaluation/understanding of how crucial Brazil is for the entire Western world. I agree with that classification. While Lula remains governing Brazil, Brazil will be a veiled enemy of the US (not the Brazilian people, but the Brazilian current administration) but the goal of the US diplomacy must be to bring Brazil back to its side because the consequences of Brazil becoming commie will deeply shake the US and Canadian security. This is my humble view.
